Job Title: Recycling Project Officer
Description
MAIN DUTIES AND RESPONSIBILITIES

1 To establish and run recycling projects in harmony with the Council?s strategies for Waste Management and Environmental Performance, using partnerships, setting up and maintaining practical facilities on the ground and preparing and delivering awareness-raising talks and presentations.

2 To develop and work with local residents, other Directorates, contractors, the voluntary sector and businesses in the Borough to promote educational, creative and innovative ways of reducing waste and improving recycling ensuring that services are developed which meet the needs of the ethnically diverse community. To do this through devising and implementing systems, publicity campaigns, awareness and education activities that are accessible to all the Borough?s communities.

3 To monitor and review waste management services, facilities and systems to ensure their correct and effective operation, management and proper use by the public and community groups. To use the range of information technology including Geographic Information Systems and also to compare performance with other organisations/local authorities outside Tower Hamlets.

4 To assist in minimising costs and raising the value for money of the Council's waste management operations by identifying suitable partnerships and supporting the activities of the relevant local communities and voluntary groups.

5 To be responsible for monitoring and supervising the performance of contractors carrying out works in the borough employed by the Environment and Culture Directorate. To supervise work directly to ensure the delivery of high quality services which are in line with performance standards and that all such contracts are operated in accordance with statutory provisions.

6 To work with other sections, Directorates and external organisations to do everything possible to reduce enviro-crime.

FURTHER DUTIES AND RESPONSIBILITIES

7 To set up, maintain and operate accurate statistics and records relating to the Borough?s recycling activities and to prepare reports as required. To keep up to date with all existing and new legislation and other guidance relating to waste management.

8 To compile and disseminate information on waste management to community groups and members of the public using information technology including GIS to raise awareness and stimulate interest and activity in recycling and waste minimisation, including preparing draft or full replies to members of the public.

9 To meet and advise members of the public and organised groups either individually or at meetings. To participate in site visits, alone or accompanied in order to discuss their concerns or to inspect complaints and problems.

10 To attend regular team briefings to ensure effective communications within the team and the Directorate. To contribute to Teams which facilitate the implementation of the Borough?s waste management and waste minimisation plans.

11 To fulfil all duties and responsibilities with proper regard to the Council?s Health and Safety Policy and to ensure that safe systems of work are in operation for the public, Council?s and contractors? staff within the allocated work or geographical area.

12 To work at all times in accordance with the Council?s Standing Orders and Financial Regulations ensuring value for money.

13 To promote and comply with the Council?s Equal Opportunities policy in opposition to and eradication of all forms of discrimination in employment or service provision and to ensure that all services are fully accessible to users.

14 If required, to undertake duties on a contractual basis in order to provide waste management activities outside normal hours and at weekends and public holidays. This may include attendance at public meetings to represent the Service or Directorate and may involve working unaccompanied at night.

15 Undertake other duties and responsibilities, which are within the capabilities of the post-holder and are commensurate with the grade of the post in order to support workload peaks or resources/skills shortages and to assist with meeting Directorate priorities.
